You can access Apple’s new Activation Lock lookup tool by heading to icloud.com/activation lock, and you don’t have to sign into your iCloud account to access it. Enter your iPad’s serial number to get to the page where you can check if the device has been stolen. If it hasn’t, it will let you know that it is still locked.

Carrier Lock:

An iPad may be SIM locked to a specific carrier. The SIM is the small chip that holds your phone number and other information. When an iPad is SIM locked, it can’t be used on a different carrier’s network.

It is possible to check if an iPad is locked to a particular carrier, but it involves looking at the phone’s Settings or inserting a SIM card from a different carrier into the phone.

Before you buy an old iPad, make sure it’s not carrier locked. If it is carrier locked, you will be locked out of all your data plans. If this is not something you need to worry about, you should consider buying a new one from a trusted source.
